Reporting to Lead OSP Network Planning the Engineering Planner owns upfront, market-level planning before a market is handed off for detailed design. This role establishes feeder routes, active cabinet locations, and FDH boundary structure ahead of vendor engagement, ensuring each market enters detailed design with a validated plan rather than being designed in isolation, FDH by FDH. This is a full-time with travel as-needed for market reconnaissance and business planning.
The Engineering Planner works ahead of the Market Engineering Lead team and sometimes alongside it. The goal is a market that arrives at detailed design already grounded in real terrain and access constraints, reducing rework and boundary revisions once vendor design work begins.
Key Duties
Market Pre-Planning
- Establish feeder routes, active cabinet locations, and FDH boundary structure for new and re-opened markets prior to detailed design handoff.
- Incorporate field reconnaissance where necessary, incorporating existing utility and incumbent feeder placement, terrain, and known access constraints into initial planning packages.
- Partner with GIS to validate boundary and feeder data before a market is released to Market Engineering Leads and vendors.
Initial Design and Handoff
- Produce high-level design packages defining FDH boundaries, cabinet placement, and feeder logic for incoming markets.
- Package and hand off validated market plans to Market Engineering Leads and engineering vendors, with design intent and known constraints clearly documented.
- Flag jurisdictional, access, or terrain risks identified during planning before they reach detailed design or permitting.
Standards and Consistency
- Apply Omni's planning standards consistently across markets, including cabinet sizing, feeder capacity, and spare-capacity guidelines.
- Document planning decisions and rationale for each market in the system of record.
- Identify representative FDHs for early, limited permitting submission to confirm jurisdiction-specific requirements before full-market design begins.
Cross-Functional Coordination
- Coordinate with Business Development on new market intake, timing, priority, and known constraints to align planning work with the pipeline.
- Coordinate with backhaul and network engineering teams to obtain high level understanding of available routes in and out of market areas
- Partner with Market Engineering Leads to ensure planning packages reflect actual sequencing and delivery priorities.
- Provide planning-level context to the Director of Market Engineering and Market Engineering Leads on associated markets
Qualifications
- 3+ years of relevant experience in an Engineering capacity for FTTH/Fiber, telecommunications, broadband, and market analysis
- Experience in OSP/fiber network planning, feeder design, or GIS-based market analysis.
- Proficiency with GIS/Esri and CAD-based planning tools. VETRO proficiency a plus.
- Strong analytical and spatial reasoning skills; comfortable evaluating cost, coverage, and future proofing tradeoffs at the market level.
- Ability to synthesize field reconnaissance, GIS data, and jurisdictional requirements into a clear, actionable plan.
- Strong written documentation skills.
- Must have and maintain a valid driver's license and a reasonable driving record.
- Willing to travel for market reconnaissance and business planning meetings as needed.
