CAD Designer - HM&E Systems
Philadelphia, Pennsylvania
FULL_TIME | USD 59200.00 - 92575.00 YEAR
Responsibilities

Noblis MSD is seeking a technically proficient designer with demonstrated CAD experience and a solid understanding of naval Hull, Mechanical, and Electrical (HM&E) systems. The individual must be capable of translating component, equipment and piping design sketches, as well as raw wiring and signal data into accurate, standards-compliant digital models, diagrams, and drawings that engineers and shipboard technicians can rely on for installation, maintenance, and troubleshooting. The role supports the full drawing development lifecycle within a configuration-managed, government-directed engineering environment.

PRIMARY DUTIES AND RESPONSIBILITIES:

Drawing Development and Lifecycle Management

  • Utilize AutoCAD to create 2D and 3D models of components, assemblies, electrical schematics, one-line diagrams, construction and complete detailed technical and system drawings, including bills of material and drawing notes, for HM&E systems encompassing fluid, mechanical, structural and power transmission subsystems.
  • Collaborate with engineers, designers, and other stakeholders to review and refine design concepts, address design challenges, and incorporate feedback into design iterations.
  • Advance drawing packages through the full development lifecycle — from initial layout through peer review, comment incorporation, and finalization — ensuring readiness for formal government approval.
  • Interpret and incorporate Government Furnished Information (GFI) into drawing configurations, ensuring alignment with current system requirements and design intent.
  • Revise and update drawing configurations in response to team review feedback, updated GFI, and evolving program requirements.

Configuration and Quality Management

  • Maintain strict alignment with established configuration management requirements, drawing standards, and deliverable formatting conventions throughout the development process.
  • Maintain parametric modeling, geometric dimensioning and tolerancing (GD&T), and design for manufacturability standards.
  • Track and resolve review comments using action item tracking tools, ensuring timely closure, traceability, and deliverable accuracy across multiple concurrent work packages.
  • Ensure all deliverables meet schedule milestones, quality standards, and contractual requirements prior to submission.

Coordination and Technical Support

  • Participate in recurring program coordination meetings, providing technical input on drawing status, design issues, and cross-functional dependencies.
  • Contribute to collaborative design discussions and alignment sessions on program objectives, including in-person development sessions as required.
  • Support hardware reviews and technical coordination activities at Naval Surface Warfare Center Philadelphia Division (NSWCPD).
  • Coordinate with engineering teams, technical leads, and program stakeholders to resolve design conflicts and ensure deliverable alignment with program schedules.

Required Qualifications

REQUIRED QUALIFICATIONS:

  • A Bachelor’s degree in a technical field and 3 years of experience OR Associate’s degree and 6 years OR a high school diploma/GED and a minimum of 9 years of experience in lieu of degree.
  • Minimum 3 years of experience in engineering drawing development, mechanical system design, plumbing system arrangement, electrical one-line diagrams, signal layout design, or technical diagram creation.
  • Proficiency in AutoCAD, Adobe, and Microsoft Office programs.
  • Strong attention to detail with the ability to manage, track, and resolve review comments across multiple concurrent deliverables under tight deadlines.
  • Effective written and verbal communication skills, with the ability to participate in collaborative design reviews, cross-functional team meetings, and government-facing coordination sessions.
  • US Citizen with the ability to obtain a Secret Clearance.

Desired Qualifications

DESIRED QUALIFICATIONS:

  • Experience using model-based design, finite element analysis (FEA) and computational fluid dynamics (CFD) tools such as ANSYS, PIPE-FLO, MATLAB/Simulink, Solidworks.
  • Working knowledge of configuration management frameworks, drawing standards (e.g., MIL-STD, NAVSEA standards), and formal deliverable review processes.
  • Knowledge of shipboard electrical distribution, cabling, and signal routing conventions.
  • Knowledge of shipboard or commercial fluid system installations including fuel oil, lube oil, compressed air, cooling water, and drainage systems.
  • Experience with action item tracking and configuration management databases.
